Students at CIBU have come to know Dr. Tem Bugarin as a deeply committed teacher who has high expectations of students, who does everything possible to ensure that students receive a rigorous, excellent education, and who provides thorough feedback to students throughout his courses. Here is an educator who cares about his students and will go the extra mile to see that they succeed.

Dr. Bugarin was born in Bay-Bay Leyte, Philippine Islands in 1946 and raised in Stockton, California.  He graduated from Franklin Senior High School in 1964 and attended San Joaquin Delta Junior College, where he earned an Associate Degree.  Following San Joaquin Delta, he attended Fresno State College.  In 1969 he completed all requirements for a Bachelor of Science Degree and was commissioned an Ensign through the Navy’s (ROC) Reserve Officer Candidate Program. In 1989 Dr. Bugarin was promoted to Captain, United States Navy.

Captain Bugarin has served in several duty stations during his 30 years in the Navy.  In September, 1986, he became the first naval officer born in the Philippine Islands to assume command of a U. S. Naval Warship – USS SAGINAW (LST 1188) home ported in Little Creek, Virginia.  Captain Bugarin is mentioned every year by the Chief of Naval Operations as a pioneer for his ethnic group serving in the United States Navy.  He continued in command tours, commanding Afloat Training Group Western Pacific, home ported in Yokosuka, Japan; the San Diego based — 16,000 ton warship USS JUNEAU (LPD 10) ; and the Board of Inspections and Surveys, Pacific Coast, responsible for overseeing the safe and proper operations and maintenance of Pacific Fleet ships.

In Captain Bugarin’s tour as the head of Afloat Training Group Western Pacific, he sought and was able to obtain funding to build a brand new two-story 21-classroom training facility in Japan on behalf of the United States Navy. This significant achievement resulted in a training facility that stands today as the landmark of a certified training facility servicing all Navy and Marine Corp military personnel west of Hawaii, including personnel in Korea, Japan, Australia, Guam, and the Philippine Islands. The training facility that Captain Bugarin built allowed the Navy to train military personnel without having to transport individuals back to the continental United States for training.  This saved the Navy several million dollars in transportation and per diem cost annually.  In its first year alone, the training facility earned, in savings, well over its investment cost.  For his major achievements while in the Navy in his command tours, he was awarded several medals, including the Meritorious Service Medal and the prestigious Legion of Merit.

In Captain Bugarin’s tour as Commanding Officer of USS Juneau LPD 10, the ship was awarded the prestigious silver anchor award for excellence in retention and the Battle E Efficiency Award for being the most battle efficient warship in its class for the first time in the ship’s 27-year history.  For his efforts, Captain Bugarin was again awarded the Legion of Merit. In 1990, he served as Chief Finance Officer for Puget Sound’s Naval Shipyard with a budge in excess of 40 million dollars and a work force of approximately 20,000 employees.

Dr. Bugarin transitioned from the U.S. Navy after thirty years of distinguished service. He worked as a Government Scientist for SPAWAR Systems Command San Diego located at Point Loma. Previously, Dr. Bugarin worked as a Senior Program Manager for AT&T and VPSI, providing program support for the United States Navy.  During this time period, he also served as senior quality assurance inspector for naval installation programs.  For more than six years, Dr. Bugarin served as an Adjunct Professor for the University of Phoenix, National University, Coleman University, Alliant International University, and California International Business University, teaching several courses in graduate and undergraduate business administration, organizational behavior, and quantitative analysis and doctoral studies.

In addition to his Masters Degree in Operations Research/Systems Analysis from Naval Postgraduate School Monterey, CA, Dr. Bugarin holds a Masters Degree in Business and Public Administration from Southwestern University, Washington, D.C., with an emphasis in Finance, Master of Arts Degree in International Relations from Salve Regina College, Newport, Rhode Island, and a Doctor of Business Administration from United States International University, San Diego, CA.  His major areas of academic concentration are International Marketing, Strategic Management, Finance, and Quantitative Analysis.

Dr. Bugarin and his wife Cris have two daughters, Florie and Marie.

Dr. Bugarin has deep leadership and other experience and has been recognized for his many achievements in the Navy and elsewhere. He brings that experience to his teaching at CIBU. In addition, he has an array of degrees and academic accomplishments to augment his experience. To be sure, CIBU is extraordinarily fortunate to have such a strong educator in its midst. Not only does he offer courses for which he repeatedly receives high student praise, but he also directs the university’s doctoral program and ensures that doctoral students graduate with meaningful degrees.

Earlier this fall I put out a message to all faculty and staff asking them to respond to the question “What does it take to be a successful student at CIBU?” The following are among the suggestions I received:

• Attend all classes;
• Utilize available resources (e.g., professors, deans, library, San Diego);
• Ask for help when you need it — be bold;
• Determine what you want for a career path as early as you can in your studies, and orient your studies to that path;
• Read the course syllabi carefully;
• Set up a calendar with “due dates”;
• Make appropriate use of technology to enhance your learning;
• Keep your professors informed about your status (e.g., any changes, any obstacles/challenges you are facing, any upcoming class sessions you must miss);
• Learn as much as possible about US culture and US university culture;
• Respect and interact frequently with your classmates, especially those who come from cultures other than your own;
• Monitor your grades and your ongoing academic status, and make any adjustments that seem appropriate;
• Associate with successful classmates and follow their example;
• Remember your families and others who care about you, and be motivated by their interest in your progress;
• Develop strong communication competences in English, especially with writing and speaking;
• Participate actively in your classes;
• Review business and technology online “newsfeeds” on a regular basis (e.g., businessweek.com, news.google.com/business);
• Ask your instructors to clarify points you do not understand;
• Discuss your courses with classmates and other students outside of class; ensure that your learning extends well beyond the classroom walls;
• Learn to function as a successful member of a team and as a team leader;
• Disconnect from mobile devices and focus on the learning;
• Engage with students from different degree programs (e.g., BSIM, MBA, MSIM, DBA).

CIBU and future CIBU students who are experiencing visa issues can pause, take a deep breath and know they need not worry –we will work with you while the State Department attempts to resolve its recent technical difficulties.

The computer system that supports the State Department’s visa stamp issuance suffered a major blow in early June, 2015. Hopes for an early fix have not come to be. As a result, no visa interviews are being scheduled and no visas are currently being issued.

CIBU is aware of this situation is developing plans to assist our students. We will keep you posted by email, so there is no need for panic. In fact, what you are going to need now is patience.

Assuming the system can get back on line by the end of June, an estimated backlog of over 15,000 applications is likely to have piled up. Add to this the fact that the summer months tend to be busy (with a larger number of both students and seasonal agricultural workers applying), and that many State Department workers take time off to vacation with their families, it may be some time before the backlog is resolved.

Business Fundamentals starting in August

Back by popular demand, we are offering an 8 week Business Fundamental Skills Summer/Fall program from August 12 to October 7.  Cost per student is US $2,100 plus and verification/administration fee of $250. Tuition covers all course materials and text books. An activity fee of $100 covers additional expenses involved in experiential learning such as group transportation, venue entry fees, guides. Local housing is currently available at the rate of $650 per month per student, two students per room.

After a summer of visa interview delays –now mostly resolved- comes news that the I-20 student visas have a whole new look!

International students who have had one before may be a little surprised when their I-20s  arrive. “It came as a total surprise to us,” says Lauren Woo, who knew a change was coming, but was caught off guard none-the-less.

The forms and all the information that is needed to issue student visas is exactly the same, it is just the look and feel that is different. “It’s a whole new look.”

Once an international student has applied to, and been accepted by a SEVP- certified school, the school sends out a Form I-20, which is the paper record of their information in the database called SEVIS. A student who applies to multiple schools can only move forward on one I-20.

Once a student receives their I-20, they must follow the directions at their local US embassy on how to proceed to apply for their visa to study in the US.

Students who already have their I-20s need not worry.  Schools do not need to re-issue the student visas right away.  If you have questions about your documents, email us at admissions@cibu.edu.

Greece needs a CIBU graduate

When the poet Keats wrote about the beauty and truth of a Grecian urn (a kind of urning power, we might say), he certainly wasn’t thinking about the earning power of Greeks or any beauty and truth in the Greek economy. And of course the Greek situation today is far from beautiful or truthful; it’s downright ugly and evidences profound corruption and deception.

CIBU is not Greece, of course; it is a small educational organization that prepares students to work in business organizations, which are often far from the political machinery of nations and national governments. Nevertheless, to some extent businesses do reflect what happens in nation-states, and the behaviors and practices that appear problematic at the micro level of businesses may well echo behaviors and practices at the macro level of nations or international networks.

In Greece, as numerous commentators agree, we have witnessed behaviors and practices that are highly problematic, and it is such behaviors and practices that we seek to address through the rigor and quality of a CIBU education:

Accumulating debt: CIBU’s programs offer intensive immersion in best practices for effective financial management and accounting. The MBA and MSIM programs, for example, require that students enroll in “Corporate Finance,” “Managerial Accounting,” and “Economic Analysis,” as well as “International Management.”

Similarly, the doctoral program requires enrollment in “International Managerial Finance” and offers electives such as “Corporate Finance,” “Managerial Accounting,” “Economic Analysis,” and “International Business and Commerce,” and the BS requires “International Money and Banking” and “Principles of Financial Management.”

To be sure, a CIBU graduate would not let a business – or a country – slide into the accumulating debt in which Greece finds itself.

Global financial crisis: CIBU’s programs offer courses that promote visionary leadership, forecasting, and strategic management that might well have averted the kind of crisis in which Greece finds itself today and that is affecting the entire globe. The MBA, MSIM, and doctoral programs all provide “Strategic Management,” for example, while the BS offers “Management Information Decision Systems” and “Management Policies and Strategies.”

Falsified data: CIBU places significant emphasis on business ethics and behavior that is honest, transparent, and characterized by integrity. The MBA and MSIM require students to take “Business Ethics,” while all programs emphasize ethical practices in finance, marketing, and management.

Cumbersome, complex regulations: One of CIBU’s distinctive emphases is entrepreneurship and innovative, creative practice that looks beyond the constraints of institutionalized, taken-for-granted behaviors. Courses such as “Entrepreneurship,” “Lifestyle Marketing and Media,” “Creative Advertising,” “Social Media with a Global Perspective,” and “Entrepreneurial Finance” underscore the focus at CIBU on out-of-the-box thinking and practice.

A CIBU graduate might not have transformed the Greek crisis into the kind of beautiful, serene sylvan landscape Keats envisioned, but he or she will almost certainly be able to prevent such a crisis in a business context today.

Some communities are more connected than others –put Little Italy in the close-knit column.

Little Italy has been a warm and open community for CIBU and its students. Soon there will be a whole new, and spectacular, place to hang out, enjoy a good meal and connect.

Because family is such an important element of Italian life, creating public gathering places in the neighborhood is a high priority for the Little Italy Association. It is through their brainstorming that the new Piazza Famiglia is coming to life.

Several years ago the association created a master plan for the area’s public spaces —selecting W. Date Street between India & Columbia as the perfect place for the crown jewel of their piazzas. The vision is to vacate vehicular traffic from the block, create a grand promenade complete with a water feature. The Piazza will serve as a backdrop for the Little Italy Mercato and multiple other events throughout the year.

But big projects take an enormous amount of public support to come to fruition. That support was in no short supply on July 19^th, when a public reception was held at Meyer Fine Art. The evening of good food, fine wine and fabulous art was a fund and awareness raiser for the Piazza

John Asaro generously agreed to donate 50% of the proceeds of any of his art that sold. So he did some hunting and filled the walls with paintings large and small, old and new, bright and poignant.

He wants to see the community do well financially as well as socially. This Piazza will be good for businesses and individuals alike. Where people gather, businesses gather to serve them, he says.

“Be a part of something people will still be enjoying 200 years from now,” said Marco Limandei, before urging people to eat the donated food and “drink lots of wine.”

With a broad smile he readily admitted the plan was to loosen inhibitions and wallets. “You will buy art.”

The exhibit is open until August 1, and perhaps a bit longer . . .

Whether positively or with disdain, when Donald Trump speaks, people react.

Many leadership scholars and practitioners today suggest that communication is the essence of leadership. Without it you cannot create an effective vision, motivate people, participate in decision-making processes, or promote change.

Communication, we could say, is the sine qua non for all leadership behavior across almost all leadership contexts. You can’t run a business without it. The ability to communicate well seems to trump all other qualities, traits, and behaviors.

Speaking of trumping, what about the communication style of Donald Trump, a person much in the news of late for the way he communicates? And how does his communication style stack up against what we teach our students at CIBU?

Some say Donald Trump’s communication is highly effective. It is spontaneous, blatantly honest, unabashedly fearless, full of passion and energy, replete with concrete stories that ground his messages in real events and real people, and often characterized by a desire to steer clear of canned, prepared responses. It all seems positive enough and worthy of our attention, right?

Others, however, would argue that Trump’s communication is characterized by arrogance, narcissism, defamatory or derogatory comments on people or groups of people. It represents a ‘know-it-all’ attitude, an ‘in-your-face’ perspective, and an inability to listen to others and, thus, a constantly interrupting those who are speaking.

Even more egregious, some say, is his inability to ever offer an apology when others have been deeply offended by his remarks. In short, there may be some serious ethical shortcomings in his communication.

At CIBU we emphasize communication that is highly effective, but also highly ethical.

Students in the BS program, for example, are required to take “US Business Law,” a course that explores the role of ethics in business in the US but also in international contexts too.

Students in the MBA and MSIM programs are required to take “Business Ethics,” a course that emphasizes “the laws, ethics, and values of the global business world” and includes debates on different ethical positions and a consideration of personal morality within different national and international contexts –each of which may have unique ethical perspectives. Moreover, our leadership courses treat ethics as central to both leadership and management.

CIBU intends to promote honest, passionate, fearless communication wherein students can express themselves freely and openly.

At the same time, however, we believe that the most effective communication is always steeped in ethical considerations – sincere respect for the rights and dignity of all people, a strong commitment to listening to all voices, and a sense of humility that goes hand-in-hand with tolerance, open-mindedness, and, on the world stage, a desire to promote meaningful relations in business, and world peace in politics.

There is nothing trumped up about the communication we promote. We seek authentic interaction informed by an acute sensitivity to the best interests of those with whom we communicate.

That, we suggest, is how leadership can triumph rather than merely trump.

Just because someone claims it is true, doesn’t make it so.

I know that sound obvious, but apparently when it comes to education and finding top colleges, it is a concept easily forgotten.

Accreditation is the (nongovernmental) peer process by which educational institutions assess and improve themselves to assure that they meet minimum standards. To help them with that, they hire an accreditation firm (or association).

To make sure the firm they hire is themselves of high quality, schools look to see if they have been recognized by the CHEA.

To qualify for Federal monies, the government requires that schools be accredited by firms that are recognized by CHEA. It’s a little like this:

There are some other uses for accreditation, but there is only one that I want to talk about: Being accredited confirms to parents, students, and employers that the institution meets minimum educational standards.

Why do I keep emphasizing minimum? Because that is all that accreditation does; it sets a minimum standard. Given that, there is simply no truth to the implied claim that a regionally accredited school is better than a nationally accredited one, or that a school is somehow one of the top colleges just  because it holds one firm’s accreditation over another.

Nowhere does CHEA or US Dept. of ED say, or imply, that a school accredited by a regional association is better than one receiving the nod from a national one. Nor do they rank one accreditation company over another.

Top colleges are not exclusive to one accreditation company.

CIBU & Niels Brock (and granted we are not alone) is always trying to exceed the minimum. We do our best to be the best we can be: to provide our students with the knowledge and experiences necessary to actually do the job they are training themselves to do, and not just to read about it.

Students and parents should look at accredited schools to determine if the institution exceeds the minimum in a way that best suits their personal needs. The accrediting body has nothing to do with that, even if each accreditation firm sets slightly different standards.

There is no room in today’s face-paced, global world for an old boy’s network or marketing myths born of them. Students should look for an accredited school that best suits their needs, and community colleges should help them do that rather than play the favoritism game.

Focuses on the active development of a personal brand in both a professional offline and online basis, including the use of popular medias including Twitter, Instagram, Pinterest, and more varying with industry focus.

At the series end, our students have clarity and direction in terms of their industry and organizational targeting. More importantly, they have the skills and motivation to build their professional network, along with the expertise and ability to build and present their professional profile (self brand) to them.

Using these elements, we find our students achieve their career search goals, securing the jobs they targeted in more than 90% of the cases.

Dr. Tim Becker has been a faculty member at CIBU since 2009. He came to the university with exceptional teaching and business development experience in various industries in the United States and Australia. He is President of Total Recall Learning, an innovative learning/training software development company that tracks knowledge retention. He also has extensive experience in the areas of strategic management, new products, and business development. His practical experience includes marketing, management, and e-commerce.

Dr. Becker offers a unique blend of business experience and academic know-how in both classroom and administrative settings. His strengths include his high degree of initiative, his extraordinary creativity, his honed communication skills, his knowledge of and experience with marketing, and his ability to listen carefully to the needs of consumers and students alike.

He has served as a lecturer or instructor at universities including the University of Redlands, Point Loma Nazarene University, Webster University, the University of Phoenix, California State University at Fullerton, the University of San Diego, and San Diego State University. Besides his practical experience as President of Total Recall, he has extensive experience in the transportation and hospitality industries, having served as the Director of Marketing and Member Benefits for the International Airline Passengers Association, Director of Marketing for Western Union Travel Industry Services, Manager of Customer Service for Great Western Sugar Company, Director of Passenger Services for Braniff International Airlines, and Sales and Service Supervisor for American Airlines.

Dr. Becker has garnered distinguished teaching awards from the University of North Texas, San Diego State University, and the University of Phoenix. He also won the Braniff International Distinguished Service Award, and is a San Diego State University Career Center Hall of Fame Member.

Dr. Becker created and directs the New Business Venture Competition at CIBU, an annual competition among student business start-up concepts in undergraduate and graduate level entrepreneurship courses. Students regularly list his courses among the most “engaging and productive” at CIBU. He is an admired and respected instructor at the university.

Dr. Becker earned a Bachelor of Arts degree in German from Luther College in Decorah, Iowa. Subsequently, he earned a Master of Business Administration from the University of Dallas in Irving, Texas, and a Doctor of Business Administration, with a focus on Marketing, from United States International University in San Diego.

CIBU is fortunate to have such an innovative, experienced educator as Dr. Becker in its midst.

Like most universities today, CIBU has had to adapt to the changing times. Part of such adaptation has been the move to increasingly engaging, exciting teaching strategies. The old “sage on the stage” strategy is frequently looked at as anachronistic in higher education today, particularly with research over decades now indicating that students learn more successfully, are more motivated and engaged, and remember their learning and use it later when they are actively involved in the class and engage in meaningful exchanges with peers and instructor. Stanford University School of Medicine, for example, notes the following on its website:

Interactive learning actively engages the students in wrestling with the material. It reinvigorates the classroom for both students and faculty. Lectures are changed into discussions, and students and teachers become partners in the journey of knowledge acquisition.

Research from the fields of education, learning theory, cognitive science, and neuroscience provides abundant evidence that engaged, interactive learning is the most effective way to transmit usable knowledge to students.

At CIBU we take the call for engaging, exciting teaching strategies seriously, though like most universities that include faculty who may have been nurtured on older models, we still have much to do to help faculty transition to newer, perhaps less familiar strategies. Nevertheless, we can be proud of what we are doing at present even as we seek to continue developing more interactive, engaging teaching and learning.

To be sure, our marketing and entrepreneurship courses are taking the lead in promoting interactive strategies. They are utilizing engaging case studies, for example, wherein students actively discuss decision making, managerial styles, personnel issues, and out-of-the-box thinking with specific business scenarios in mind. In addition, they examine real products in the classroom and engage in discussions about how those products are marketed effectively today and how they might be marketed even more effectively tomorrow.

Other courses are taking students into the field to visit and interact with leaders of exciting, relevant, and often highly innovative organizations or even to participate in multi-day “experiences” that include intensive engagement with cutting-edge businesses that help make classroom learning come alive. Business Law courses include a visit to the court room, with the visit this fall term focusing on a billion dollar case that has enormous ramifications for healthcare throughout the United States. Yet another course asks students to engage in teams with San Diego-based businesses and their leaders and to develop a report with recommendations for possible improvement of those businesses.

Further strategies are equally engaging: simulations that require moral/ethical decisions that affect people’s lives; role play exercises in which students enact leadership and followership roles; guest speakers who are well recognized entrepreneurs and who display the unique products they have developed; problem-based learning activities wherein students seek to solve simulated or real business problems; and debates on a variety of contemporary business issues.

Our faculty are also considering projects for the future that will move the university to even more exciting and engaging teaching and learning – e.g., student-selected speakers who are interviewed and face provocative student-generated questions; peer-based teaching in which students teach each other and provide thoughtful feedback and critique to each other; a “CIBU Studio” that will feature podcasts and possibly even a CIBU channel; an incubator space for the development and display of student business products; and competency-based education through which students in a course develop measurable competencies important to today’s business world.

Again, like other universities, we are evolving, and part of that evolution is an increasing emphasis on useful, practical, relevant skills developed through interactive, engaged teaching and learning. In many ways CIBU is ahead of the curve and seeking to bring exciting strategies to the classroom and to the local and global businesses to which we are, through our diverse student population and our educational programs, closely linked.

It’s World Series time again, the end of the annual baseball season, and baseball, as many know, is often considered America’s greatest sport. Here at CIBU - We,re world serious.

CIBU is an academic institution, of course, and not a baseball team; nor does it have an event, like the World Series, watched by millions around the world. But CIBU does have much in common with baseball: it demands both intellectual and practical skills; it believes strongly that fair play and the development of good “sportsmanship,” team interaction, and innovative approaches to success are important.

At the same time, CIBU, like baseball, encourages its students to “win” at the “game,” though it does so by asking its students to “play” together, to interact successfully in groups and teams, and to put learned concepts and skills to use in order to succeed and go all the way to the “World Series.” In addition, it asks students to understand what leadership guru Warren Bennis has called “Chinese baseball” – a fictitious game in which the object is to tie and to avoid winning. Put another way, it encourages collaboration, understanding and appreciation of the competition, and a commitment to working with “opponents” for win-win interactions, particularly as students deal with international and multicultural contexts.

CIBU, then, certainly promotes “winning” the “World Series” in the business world. But it always keeps “good sportsmanship” and the possibilities of “Chinese baseball” scenarios in mind as it nurtures students to become successful “players” on the world “field” and in the “World Series” as it is played out in corporate contexts.

To be sure, CIBU faculty and students are “world serious”; they “play” to win but know that “winning” must include mutual understanding, respect, and a commitment to different perspectives and different styles of play.

To email like a professional is not hard, but very important.

Written communication is a key employability skill. Here are 10 tips related to email communication that will help students make a good impression with faculty and fellow students and also give them practice for the workplace.

Do’s

• When communicating with a professor or university staff member, be sure to write in complete sentences, use proper punctuation, and spell check your email prior to hitting send.
• Correctly address the person that you are sending an email to and be sure their name is spelled properly. Attention to detail is critical in the business world so always double check or even triple check the spelling of the person that you are addressing.
• Do use a more polite and formal greeting and closing when communicating with professors or university staff members. For example:

Dear Dr.Smith (for a greeting)

Thank you,

Jane (for a closing)

• Do fill out the Subject Line so that it is clear what the email is in reference to, for example,

Mid-term Paper Submission by Joe King.

• Do use a consistent font throughout so that your email is neat and easy to read.

Don’ts

• Don’t send any confidential or personal information via email.
• Don’t use texting abbreviations, ex. Can u pls email me the assignment?

Any texting slang should not be used in emails.

• Don’t compose a lengthy email. It’s best to limit an email to a paragraph and keep it concise. If you have numerous things to address, simply write that you would like to find a time to discuss a few things with them.
• Don’t use a small font size as you want to make your email easy to read, even on a mobile device.
• Don’t use any hard to read font colors - black is best.
